Information requests: processing fees and delivery

As a higher education institution, Humak is classified as a public authority. For public authorities, the collection and handling of information and the preparation of reports as part of the performance of official duties and financed with public funds are not chargeable services.

Public authorities may, therefore, only charge for costs arising from the disclosure of information (including statistics, research, reports and data prepared as part of their work). Any fees associated with information access requests cover administrative costs only.

Disclosing documents:

  • Information may be issued verbally, may be shown and copied, listened to, and issued as a copy or printout.
  • Copies of public information from the register held on computer may be issued as a recording or in another electronic format.
  • Information should be provided as requested unless fulfilling the request imposes an unreasonable amount of work.
  • An individual may be given a copy of personal information or information in electronic form from the Humak Personal Data Register, provided the individual requesting the information is entitled to store and use that information under the terms of the provisions on the protection of personal data.

No fees are charged for document access when:

  • The document provides the applicant with information about a decision
  • The document is provided for reading and copying on Humak premises
  • A public, electronically recorded document is sent electronically to the individual who made the information request.
  • The document falls within the official obligation of the organisation to advise, consult with or notify the applicant.

A fee will however be charged if the document cannot be identified or located within the Humak register or electronic register.

Access to documents on university premises

The loan of original documents to individuals, researchers or historians for use off campus is not permitted.

Public documents may be made available for supervised reading and copying on Humak premises. This must be approved in advance – contact the Registrar’s Office.

Services offered under the Openness of Government Activities Act

Paper copy of a document printed by copier or multifunction printer:

  • First page A4: 2,50 €
  • Subsequent pages A4: 2,00 €/per page
  • Paper copy of online material A4: 2,00 €/per page
  • A3 pages: 3,00 €/per page

The postage and handling fee, and delivery confirmation fee (where applicable) will be calculated according to the Posti price list

For documents in which confidential information is redacted, including sections or details that

  • may identify a specific individual; or
  • may reveal other confidential information

Standard documents: 3,00 € / first page | 2,00 € / subsequent pages in the same document
Documents requiring special handling: 5,00 € / first page | 3,00 € / subsequent pages in the same document

Electronic delivery is free of charge. The information will be sent by secure email.

Student Services Information Service

You can check your records (credits/degree) via KOSKI. You can also use the service to forward the details of your studies to an individual or organisation (e.g. when applying for a job or study place).

Document requests can be submitted by filling out an electronic form (in Finnish). For students who completed their studies after 1.1.2017, we charge a fee for copies of certificates and extracts from the student register (re-issued). The current price list can be found on the Humak webpage (scroll down).

Copies supplied for commercial purposes may attract fees higher than the actual costs incurred.

Services not listed in the price list are charged in accordance with the Act on Criteria for Charges Payable to the State (150/1992). For work charged on an hourly rate, the minimum charge is 30 minutes. In this case, there is no charge per document.

Hourly rate (other professional):

  • over 30 min but under 1 h: 60 €
  • over 1 h but under 2 h: 60 €

When charging a fee for a public service, the organisation must advise the applicant on the use of the appeals policy outlined in section 11b of the Act on Criteria for Charges Payable to the State (150/1992)

Services on this price list will be fulfilled within two (2) weeks. Large orders will require separate arrangements. Additional postal service charges (such as Cash on Delivery) will be charged to the customer.

Payment

Information requests will not be processed until payment is made. Payment must be made in advance to the following account:

Send your payment receipt to the Humak Registrar’s office. The receipt should include the customer’s name, the subject of the payment and transaction number. Requests cannot be processed without a payment receipt.
